A Staff Officer (SO) Accountant in the Northern Ireland Civil Service (NICS) is a professionally qualified accountant working at the first level of middle management within government departments and agencies. The role plays a key part in ensuring strong financial management, accountability and value for money across public services in Northern Ireland. Staff Officer Accountants provide expert financial advice, support budget management, contribute to the preparation of annual accounts in line with IFRS and HM Treasury guidance, and help maintain effective systems of governance and internal control.
Beyond technical accounting responsibilities, the role also involves leadership and collaboration. Staff Officer Accountants often manage staff, work closely with senior managers and operational teams, and engage with auditors and stakeholders to support sound decision-making. It is a varied and influential position, combining financial expertise with strategic input to help departments deliver public services efficiently and responsibly.

In-year budget management, profiling, monitoring and variance analysis
Producing monthly and quarterly management accounts
Preparing Annual Reports and Accounts in line with IFRS, HM Treasury and Department of Finance guidance

Advising on financial systems, controls and best practice
Supporting corporate governance and risk management
Managing financial processing functions
